The usage time setting is disabled.

If "Block All Apps" or "Block Games" is turned on in the <Apps> tab, apps will remain blocked until the feature is turned off. Consequently, settings such as "Allowed usage time" or "Daily usage limit" within the <Usage Time> tab become irrelevant and are disabled, preventing any adjustments.
The following explains how to re-enable the disabled settings.
1. How to enable "Allowed usage time" and "Device usage time"
Apps → Block by App Type → Block All Apps → Off
2. How to enable "Game usage time"
Apps tab → Block by App Type → Block Games → Off
